Even the possible mention of the Thu'um in Mankar's Commentaries make mention of how he spoke in another tongue and breathed fire. Sounding like a wild animal does not even come close to the same league as such demonstrations of the Thu'um, and it is much more likely that the Camoran Usurper was imitating beast calls through some other, more mundane, means. Neat little Camoran Usurper/Mankar headcanon right here, check it out Mankar did the unorthodox thing of having a Bosmer surname despite (according to my Factual Opinions) growing up in Summurset. How did Mankor Camoran become Dragonborn? I personally think that he achieved CHIM and used the power of CHIM to turn himself into a High Elf Dragonborn. His parents are likely to be both Bosmer and Mankor wrote about CHIM in his commentaries. So this theory seems most likely to me.
